1 ORGANISING AUTHORITY
The organising authority of the regatta is Raffles Marina.
2 RULES
2.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2017-2020, where applicable, the International Rules for Preventing Collisions at Sea, The Maritime and Port Authority Guideline to Pleasure Craft Licensing.
In addition, per MPA Port Circular No. 28 of 2020, “The pleasure craft should institute SafeEntry for contact tracing purposes. If SafeEntry is not possible, the craft must maintain a record of the passenger and crew manifest2.”
2.2 National authority prescriptions will apply. For RRS 40 Personal Floatation Devices, add on after the rule the following: “Singapore Sailing Federation prescribes that every boat shall carry life-saving equipment conforming to government regulations that apply in the racing area.”
2.3 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
3 NOTICES TO COMPETITORS

4 CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted online before 1100hrs on the day it will take effect.
5 SIGNALS MADE ASHORE

6 SCHEDULE OF EVENTS
6.1 Skippers briefing is at 1200H and the first warning signal is at 1300H. Only one representative from each boat/ team shall attend the briefing.
6.2 There will be a daily post-racing debrief at the lawn at the Discovery Pub, 30 minutes after the last boat finishes. Only one representative from each boat/ team shall attend the briefing.
6.3 5 races are scheduled for each day of the series. No warning signal shall be made after 1700H.
7 ENTRIES & CREW MEMBERS
All Singapore registered boats must be fully paid up member of the SB20 Association of Singapore. All foreign registered boats must be fully paid up members of their foreign equivalent to the SB20 Association of Singapore.
8 CLASS FLAGS
The class flag will be the code signal flag E.
9 COURSES, MARKS, RACING AREAS
Course details for all races are described in Appendix A.
10 THE START
10.1 Races will be started using RRS 26.
10.2 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start without a hearing. This changes RRS A4.
10.3 The starting line will be between a staff displaying orange flag on the race committee signal vessel on the starboard end and the course side of the port-end starting mark.
11 FINISH
The finishing line will be between a staff displaying and Blue flag on the finishing mark at the starboard end and the course side of the port-end finishing mark.
12 TIME LIMITS AND TARGET TIME
12.1 If no boat has passed Mark 1 within 30 minutes of the start, the race will be abandoned. If no boat finishes within 90 minutes of the start, the race will be abandoned.
12.2 Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5.
12.3 The race target time will be 35 minutes. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a).
13 CHANGE OF THE NEXT LEG OF THE COURSE
To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practical. When in a subsequent change, a new mark is replaced; it will be replaced by an original mark.

16 SCORING
16.1 When fewer than 4 races are completed, a boat’s series score will be the total of her race scores. When 4 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.
16.2 Results will be posted on https://proregatta.com/clubs/sb20-singapore/events/136/.
17 SAFETY REGULATIONS
A representative of each boat shall sign-on before leaving the berth for racing and shall sign off upon returning to berth. This can be done on the notice board at the Discovery Pub.
18 RADIO COMMUNICATION
Except in an emergency or for the purpose of SI 17.2, a boat shall not make radio transmissions and shall not receive transmissions not available to all boats.
19 TRASH DISPOSAL
Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.
20 BERTHING
Boats shall be kept in their assigned places in the marina.
21 HAUL-OUT RESTRICTIONS
Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the OA.
22 DIVING EQUIPMENT AND PLASTIC POOLS
Underwater breathing apparatus and plastic pools or their equivalent shall not be used around boats between the preparatory signal of the first race and the end of the regatta.
23 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4; Decision to Race. The organizing authority, its members, officials, volunteers, staff and sponsors will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the Regatta.
24 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance. Skippers and crew are encouraged to have personal insurance coverage.
