SAILING INSTRUCTIONS

RULES
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2017-2020, where applicable, the International Regulations for Preventing Collisions at Sea, The Maritime and Port Authority Guideline to Pleasure Craft Licensing. In addition, per MPA Port Circular No. 28 of 2020, “The pleasure craft should institute SafeEntry for contact tracing purposes. If SafeEntry is not possible, the craft must maintain a record of the passenger and crew manifest2.”

1.2 National authority prescriptions will apply. For RRS 40 Personal Floatation Devices, add on after the rule the following: “Singapore Sailing Federation prescribes that every boat shall carry life-saving equipment conforming to government regulations that apply in the racing area.”

1.3 In all rules governing this event,

1.3.1 [DP] denotes a rule for which a penalty is applied according to RRS Introduction – Notation.
1.3.2 [NP] denotes a rule that will not be grounds for protests by a boat. This changes RRS 60.1(a).

1.4 [NP] The infringement of RRS App G, Identification on Sails, shall not be grounds for protest by a boat.

1.5 Under RRS 87, class rule changes are described in SI Addendum B.

1.6 If there is a conflict between a rule in the Notice of Race (NoR) and the Sailing Instructions (SI), the rule in the SIs will take precedence. This changes RRS 63.7.

1.7 If there is a conflict between languages, the English text will take precedence.

2. [DP] CODE OF CONDUCT
Competitors and support persons shall comply with any reasonable requests from a race official.

3. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located online at the following website: https://proregatta.com/clubs/sb20-singapore/events/134/. 

4. CHANGES TO SAILING INSTRUCTIONS
Changes to the Sailing Instructions will be approved by Organising Authority, and will be posted no later than two hours before the first warning signal of the day they will take effect, except that any change in the schedule of races will be posted by 2000h on the day before it will take effect.

5. SCHEDULE

5.1 Race Schedule

21 November, Saturday

22 November, Sunday
1300h First Warning Signal Race Area

5.2 10 races are scheduled in total. Five on 21st Nov, Sat and five on 22nd Nov, Sun. If races are not completed on a scheduled day, one more race may be sailed on the next available day.

5.3 For each racing day, no warning signal will be made after 1700h.

5.4 To alert boats that a race or sequence of races will begin soon, the orange flag will be displayed on the Race Committee signal vessel with one sound at least one minute before a warning signal is made.

6. CLASS FLAG
The class flag will be the code signal flag E.

7. RACING AREA, COURSES
7.1 The racing area will be on the waters outside of Raffles Marina.

7.2 The diagram in SI Addendum A show the courses, including the approximate angles between legs, the order in which the marks are to be passed and the side on which each mark is to be left.

8. MARKS

8.1 Mark 1 and 2 will be orange inflatable buoys. The offset mark 1A will be a white teardrop bouy.

8.2 The starting and finishing marks will be a Race Committee vessel and a pink teardrop buoy.

9. THE START
9.1 The starting line will be between a staff displaying an orange flag on the Race Committee signal vessel and the course side of the starting buoy.

9.2 A boat starting later than 4 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A4 and A5.

9.3 The Race Committee may broadcast the sail numbers of individually recalled boats on VHF CH 77 after flag X has been displayed but not sooner than 30 seconds after the starting signal. Delay or failure to broadcast by VHF is not grounds for redress. This changes RRS 62.1(a).

10. CHANGE OF THE NEXT LEG OF THE COURSE
To change the next leg of the course, the Race Committee will move the original mark to a new position.

11. THE FINISH
The finishing line will be between a staff displaying a blue flag on a Race Committee vessel and the course side of the finishing buoy.

12. PENALTY SYSTEM
RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

13. TIME LIMITS
13.1 The target time for a race is 25-30 minutes. Failure to meet the target time will not be grounds for redress. This changes RRS 62.1(a).

13.2 The race time limit for boats to start, sail the course as required by RRS 28 and finish is 50 minutes. This changes RRS 35.

13.3 The time limit for boats to finish after the first boat finishes is 10 minutes. Boats failing to finish within this finishing window shall be scored DNF without a hearing. This changes RRS 35, A4 and A5.

14. SCORING
14.1 One race is required to be completed to constitute the event.

14.2 When fewer than four races have been completed, a boat’s series score will be the total of her race scores. When four or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

15 SAFETY REGULATIONS
15.1 Before leaving the Raffles Marina for racing, the registered helmsman of each boat shall check-out by signing on a form provided on the whiteboard located near the Discovery Pub entrance.

15.2 Upon arriving back ashore, the registered helmsman of each boat shall check-in by signing on a form described in SI 15.1.

15.3 [DP] A boat that retires from a race shall notify the Race Committee as soon as possible on VHF CH 77 or by hailing a Race Committee vessel verbally.

16. [DP] REPLACEMENT OF CREW OR EQUIPMENT
Substitution of competitors, or damaged or lost equipment, will not be allowed without approval of the Organising Authority and are at the discretion of the Organising Authority. Requests for substitution shall be made at the first reasonable opportunity.

17. TRASH DISPOSAL
Trash may be placed aboard support or Race Committee vessels.

18. [DP] HAUL OUT RESTRICTIONS
Boats shall not be hauled out during the event except with and in accordance to the terms of the prior written permission of the Organising Authority.

19. [DP] RADIO COMMUNICATIONS
19.1 The Race Committee may broadcast information available to all competitors by radio on VHF CH 77, including starting and safety information. Boats wishing to communicate with the Race Committee may do so on VHF CH 77.

19.2 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction applies to all communication devices.
 
20. RISK STATEMENT
Sailing is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
(d) Their boat is in good order, equipped to sail in the event and they are fit to participate;
(e) The provision of a race management team, patrol vessels, and other officials and volunteers by the Organising Authority does not relieve them of their own responsibilities;
(f) The provision of patrol vessel cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
(g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any safety briefing held for the event;
(h) They are responsible for ensuring that their boat is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and is familiar to the crew.

ADDENDUM B – Class Rule Changes as per SI 1.5

Under RRS 87 and CR A6.2, the National SB20 Class Association permits the following class rule changes:

(a) C5.1 is deleted entirely and replaced with the following:

C.5.1 MANDATORY

The following safety equipment shall be carried at all times on board:

(1) Basic toolkit e.g. multitool such as Leatherman
(2) 1 paddle

(b) Add to C5.2 the following:

C5.2 OPTIONAL

(19) A functioning VHF radio.
