Finn Gold Cup 2021
Portuguese Sailing Federation and Clube We Do Sailing

NOTICE OF RACE
1. Organizing Authority and Venue
1.1. The 2021 Finn Gold Cup will be held from Weds 5th May to Weds 12th May in Porto, Portugal;
1.2. The Organizing Authority is the Clube We Do Sailing in conjunction with the International Finn Association, the Portuguese Sailing Federation and the Portuguese Finn Class Association.
2. Rules
2.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) and the International Finn Class Event Manual;
2.2. The National Authority Prescriptions will be applied and they are shown in full in Attachment B;
2.3. If there is a conflict between languages, the English text will take precedence;
2.4. Boats may be required to display advertising chosen and supplied by the Organizing Authority. Such advertising, if any, shall be displayed in accordance with the Sailing Instructions;
2.5. RRS 40.1 shall apply at all times while afloat;
2.6. Boats will be required to display their national flag on their sail in accordance with the Class Rules;
2.7. Support boat restrictions may be applied. These will be published in or with the Sailing Instructions;
2.8. Class Rule C6.2 [Equipment Limitation] shall apply;
2.9. All competitors, coaches and accompanying persons shall at all times abide by the COVID-19 regulations as stipulated by the OA.
3. Eligibility and Entry
3.1. Eligible competitors shall be current members of an IFA recognized National Finn Association. In addition, as the regatta is the European and African Continental Olympic Qualification regatta for the Men’s One Person Dinghy Heavy, each MNA within Europe and Africa, not yet qualified for the Tokyo 2020 Olympic Sailing Competition is eligible to have at least one entry. They shall complete on-site registration at the venue prior to 7th May 2021, unless the Organizing Authority extends this date;
3.2. The entry quota of Part C “Entry System for IFA Official Championships” of the IFA Constitution will apply;
3.3. To be eligible for the U23 prize competitors shall not have had their 23rd birthday before the 1st of January of the year of the event;
3.4. Entries shall be submitted online prior to 1st April 2021, unless extended by the Organizing Authority. The entry form is available at 2021.finngoldcup.org
3.5. The Entry Fee is EUR 300 and shall be paid in full by 7th April 2021 as detailed on the entry form. After 7th of April, a late entry fee of EUR 400 will be charged;
3.6. An entry is not complete until any entry fees have been paid, the entry has been accepted by the Organizing Authority and the International Finn Association, registration and any required equipment inspection before the first race, has been completed;
3.7. A valid Measurement Certificate for the boat entered shall be presented or its existence verified at on-site registration in accordance with RRS 78.2;
3.8. Support boats will be required to register and pay a fee of EUR 75, be insured and comply with local regulations to be permitted to use launching and berthing at the venue. Registration may be completed on line through the event website. Payment is required by 1st April 2021.
3.9. The registration fee will be fully refunded in the following situations resulting from the COVID 19 pandemic:
- Cancellation of the regatta due to a decision from the Portuguese Government,
- In the event that a registered competitor or coach cannot attend the competition due to health and safety measures applied by their region or country that affect mobility or travel to Portugal for the regatta.
No claims or refunds for travel and accommodation expenses paid by registered participants due to cancellation shall be accepted. When entering the regatta, all participants claim to be aware of this fact.
4. Competition Format
4.1 A ten (10) race series, without a medal race, is scheduled;
4.2 This format may be changed with the approval of the IFA and will be specified in the Sailing Instructions.
5. Event Schedule
5.1 The event schedule may be changed with the approval of the IFA and will be specified in the Sailing Instructions, however, the days allocated for racing will not be changed.

6. Schedule of Races and Attendance at Ceremonies
6.1 Two races are scheduled for each day of racing;
6.2 An additional race may be scheduled on any day to enable the full number of scheduled races to be sailed. A maximum of three races per day will be sailed. This schedule may be changed to fit with any changes to NOR 4 and 5 permitted by the IFA;
6.3 Succeeding races will be started as soon as practicable after the finish of the previous races;
6.4 No warning signal will be made after 1600 hours on Weds, 12th May;
6.5 All participants are requested by the International Finn Class and the Organizing Authority to attend the Opening and Closing Ceremonies.
7. Measurement
7.1 All boats shall undergo measurement of hulls, spars and sails as well as equipment checks according the Finn Class Rules (including Part F of “Finn Class Event Manual”) unless otherwise decided by the IFA Chief Measurer. All measured equipment will be identified for the Championship. Only identified equipment may be used during the Championship;
7.2 Measurement and equipment checks may be made throughout the Regatta at the discretion of the Technical Committee, Race Committee or the International Jury.
8. Sailing Instructions
8.1 The Sailing Instructions (SI) will be available on the event website at the time for registration. A hard copy will be available on request. A preliminary version may be posted on the event website prior to this date.
9. Racing Area
9.1 The intended race-course area will be north of the river entrance. An alternative race course may be used at south of the Douro river entrance.
10. Courses
10.1 Courses will be as per the current IFA Event Manual.
11. Scoring
11.1 Four races shall be completed to constitute a valid Championship.
12. International Jury
12.1 An International Jury will be appointed in accordance with RRS Appendix N and perform the duties listed in RRS N2;
12.2 Decisions of the Jury will be final as provided in RRS 70.5.
13. Prizes
13.1 The class perpetual trophies will be awarded, including the winner of the Finn Gold Cup;
13.2 The Organizing Authority will provide prizes for the top 10 boats overall and top 3 Under 23;
13.3 Daily prizes will be awarded to the boats finishing first in each race.
14. Insurance
14.1 Each participating boat shall be insured with valid Third-party Liability Insurance with a minimum cover of EUR 1.500.000,00 or the equivalent thereof in any other currency for any one incident. By entering the event each competitor declares that they hold such insurance;
14.2 Insurance may be obtained by contacting the Organizing Authority prior to the event.
15 Support Boats and Personnel
15.1 All support boats (boats with support persons on board as defined by the RRS) shall be registered (see 3.8) with the
Organizing Authority and will be required to comply with local legislation and event support boat regulations or Sailing Instructions. The Organizing Authority may refuse registrations and accept later registrations at their sole discretion;
15.2 All support boats shall clearly display the 3 letters national code of their World Sailing Member National Authority in contrasting colour to the background at all times while afloat. The minimum height for the letters shall be 200 mm and visible from both sides of the boat;
15.3 Registered support boats shall act as rescue boats in case of need. If the Race Committee displays Flag V, all support boats shall monitor VHF Channel 72 and comply with requests from the Race Committee and any published Safety Procedures;
15.4 Support boats may be required to clearly display a flag or stickers provided by the OA with unique identification for that boat.
16. Media Consent: Rights to use Names & Likenesses
16.1 Competitors and/or their Parents or Guardians automatically grant the Organizing Authority, the International Finn Association and any party to which they may delegate this right, without payment the right in perpetuity to make, use and show (including via the internet), any motion pictures, still pictures, live, taped or filmed television, or any other form of media, of or relating to the event;
16.2. Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organizing Authority;
16.3. The top three competitors as well as the individual race winners, may be required to attend a media press conference each day;
16.4. Competitors may be required for interviews at the regatta.
17. Risk Statement
17.1 Rule 4 of the RRS states: “The responsibility for a boat’s decision to participate in a race or to continue to race is hers alone.” Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor and support person agrees and acknowledges that:
(a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk whilst taking part in the event;
(b) They are responsible for the safety of themselves, their crew, their boat and their other property whether afloat or ashore;
(c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
(d) Their boat is in good order, equipped to sail in the event and they are fit to participate;
(e) The provision of a race management team, patrol boats and other officials and volunteers by the Race Organizer does not relieve them of their own responsibilities;
(f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
(g) The fact that the Race Committee conducts inspections, or not, of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race.

SAFETY REGULATIONS [DP][NP] |
2.1 |
Competitors shall wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment; |
2.2 [SP] Check-out and check-in:
2.2.1 Before leaving to race on each scheduled racing day, a crew shall personally sign out on the required form located next to the Race Office;
2.2.2 Within the protest time limit after returning ashore, a crew shall personally sign in on the required form located next to the Official Notice Board.
2.3 Boats not leaving the shore for a scheduled race shall promptly notify the Race Office;
2.4 On arrival at the racing area, boats shall sail closely by the Race Committee vessel, clearly showing their sail numbers;
2.5 A boat that retires from racing shall notify the Race Committee before leaving the racing area, or if that is not possible, shall notify the Race Office as soon as possible after returning ashore;
2.6 When the Race Committee displays Flag V with repetitive sounds or broadcasts ‘Code Flag Victor’ on the designated VHF Channel, all official and support boats shall monitor VHF Channel 08 for search, rescue and other instructions.

3.1 Competitors and support persons shall comply with any reasonable request from a regatta official;
3.2 Competitors shall handle any boats or equipment provided by the Organizing Authority with proper care and seamanship, and in compliance with any written instructions.

COURSE CHANGES |

14.1 |
Courses will not be shortened. This changes RRS 32. The length and direction of legs of the course may be changed in accordance with RRS 33; |
14.2 To change the next leg of the course, the Race Committee will lay a new mark or move Gate 4 or move the finishing line and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. After mark 1 has been replaced, mark 1A will not be reset. This changes RRS 33(c).

PROTESTS AND REQUESTS FOR REDRESS |
15.1 |
Protest forms are available at the event web page. Protests and requests for redress or reopening shall be submitted |

within the appropriate time limit; |
15.2 |
The protest time limit is 90 minutes from the time of the last boat to finish the last race of the day; |
15.3 |
Notices will be posted as soon as possible after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Protest Room, located as described on the Official Notice Board, beginning at the time posted which may be before the end of the protest time limit if all parties are available; |
15.4 |
Notices of protests by the Race, Protest or Technical Committees may be posted to inform boats under RRS 61.1(b); |
15.5 |
A list of boats that have been penalized under Appendix P for breaking RRS 42 will be posted; |
15.6 |
Breaches of SIs marked [NP] will not be grounds for a protest by a boat. This changes RRS 60.1(a); |

Penalties for breaches of SIs marked [DP] or class rules are at the discretion of the Protest Committee and may be less than disqualification, but the IFA approved guidance will be followed; |

A boat may accept a discretionary penalty for the breach of a rule subject to [DP] by acknowledging the breach before a hearing; |

For breaches of a rule marked [SP], the Race Committee may apply a standard penalty without a hearing or a discretionary penalty may be applied by the International Jury with a hearing. A list of these breaches and the associated standard penalties will be posted on the Official Notice Board. However, the Race Committee may protest a boat when they consider the standard penalty to be inappropriate. A boat that has been penalised with a standard penalty can neither be protested for the same incident by another boat nor can another boat request redress for this Race Committee action. This changes RRS 60.1, 63.1 and A5; |
15.10

On the last day of a series a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2. |
16 |
FORMAT AND SCORING |
16.1 The regatta is scheduled to consist of a 10 races series (with no medal race);
16.2 It is the intention of the Race Committee to run 2 races per day, but no more than 3 races shall be sailed on any day.
16.3 Races not sailed on the scheduled day may be sailed on a following day;
16.4 If the weather forecast suggests it is unlikely that racing will be possible on an upcoming day (too much or too little wind) the schedule may be changed to sail more races in a day. The number of races sailed will not become more than one race ahead of schedule;
16.5 A race that the first boat has completed 3 legs before being abandoned, shall count as a scheduled race for the purpose of this SIs, but shall not be scored;
16.6 The Low Point System of RRS Appendix A will apply;
16.7 When fewer than five races have been completed, a boat’s series score will be the total of her race scores. When five or more races have been completed, a boat’s score will be the total of her race scores excluding her worst score;
16.8 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start - DNS. This changes RRS A4 and A5;
16.9 Four races are required to be completed to constitute a regatta;
16.10 To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the Race Office.
17 |
EQUIPMENT AND MEASUREMENT CHECKS (DP) |
17.1 Details of pre-first race equipment inspection, location and schedules will be posted on the Official Notice Board by the Technical Committee;
17.2 Equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions. When instructed by the Technical Committee, a boat shall proceed immediately to a designated area for inspection;
17.3 All items of equipment subject to event limitation control will be marked with the official event stamp or sticker. It a mark becomes unclear, insecure or lost, this shall be reported promptly to the Technical Committee so that the mark may be replaced before the next race or at the first reasonable opportunity.
17.4 All boats selected for equipment inspection shall be presented for inspection with the full equipment, including sails, personal flotation device(s) and personal equipment.

REPLACEMENT OF CREW OR EQUIPMENT [DP] |

Substitution of competitors will not be allowed; |

Substitution of damaged or lost equipment will not be allowed unless approved by the Technical Committee. Requests for substitution shall be made on a form available at event web page. |

20 |
SUPPORT BOATS (DP) |
20.1 For the purposes of these Sailing Instructionssupport boat includes any boat that is under the control or direction of a person is defined in the RRS as a support person;
20.2 Support vessels shall display their national flag or national (NOC Code) letters at least 200mm high and clearly visible from both sides and the Flag identification number, supplied at registration by the OA with EUR10 cash deposit.
20.3 Support vessels shall not interfere with boats racing or official boats, or create a wake that affects boats racing.
20.4 Support vessels shall not be positioned:
20.4.1 Closer than 50 metres of any boat racing;
20.4.2 Within 50 metres of the starting line and marks from the time of the preparatory signal until all boats have left the starting area, or the Race Committee signals a postponement, general recall or abandonment:
20.4.3 Between any boat racing and the next mark of the course;
20.4.4 Within 50 metres of any mark of the course while boats are in the vicinity of that mark;
20.4.5 Within 50 metres of the finishing line and marks while boats are finishing.
20.5 In addition, support vessels that are motoring above 5 knots shall remain at least 150 metres from any boat racing;
20.6 Support vessels shall comply with any reasonable request from a regatta official.
21 |
IDENTIFICATION, ADVERTISING, CAMERAS and ELECTRONIC EQUIPMENT [DP] |
21.1 |
When provided by the Organizing Authority, boats or crew shall carry, display or wear the following as instructed: |
21.1.1 Yellow, blue or red bibs;
21.1.2 Yellow, blue or red dots on the mainsail;
21.1.3 Bow numbers;
21.1.4 Event sponsor advertising.
21.2 When provided by the Organizing Authority, boats shall carry the following electronic equipment as instructed:
21.2.1 Cameras;
21.2.2 Sound equipment, and
21.2.3 Position tracking and timing equipment:
(a) Competitors shall collect a tracking module from their assigned tracking desk before racing each day;
(b) On return to shore competitors shall return the tracking module within the protest time limit to the same place that they received it.
21.2.4 Competitors shall make a genuine effort to comply with the instructions for operating the equipment as provided by the Organizing Authority;
21.2.5 While competitors should take every care of the equipment, the Organizing Authority alone is liable for loss or damage to the cameras and any equipment used for installing the cameras on the boats;
21.2.6 For the purposes of RRS Part 2 and the related Definitions, cameras and camera installation equipment are not considered to be part of the boat on which they are installed;
21.2.7 Boats shall avoid contact with cameras and camera installation equipment on other boats; however, a breach of this Sailing Instruction shall not be subject to any penalty.

BERTHING AND BOAT PARK [DP] |
22.1 |
When ashore, boats shall be kept in their assigned places in the boat park. |

23 |
RADIO COMMUNICATION [DP] |
23.1 |
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats, except in an emergency or when using equipment provided by the Race Committee. This restriction also applies to mobile telephones. |

24 |
PRIZES |
24.1 |
The Class Perpetual Trophy will be awarded to the winner of the Finn Gold Cup. The Organizing Authority will provide Prizes for the top 10 boats overall and top 3 U23 overall. Prizes will be awarded to the skippers finishing first in each race. |

25 |

25.1 |
Competitors participate in the regatta entirely at their own risk. See RRS 3, Decision to Race. Neither the Organizing Authority nor World Sailing will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. |
